sense say that the NSE should use the land released by reducing the number of on-site care residents from 250 to 152 to underpin the development cost of new residences for the remaining residents. This could be by the NSE:-
 1 Selling off the excess land for retirement/care homes and applying the capital to fund the building costs, or  
 2 Doing the development themselves so as to anticipate increased demand for residential care. If appropriate, a separate entity (like NSE Enterprises) could be established to manage matters. Any financing could be secured on the retirement/care homes.  
   
In either scenario:  
 1 The footprint of occupied land on the Green Belt is not increased, and
 2 The Greenfield area adjacent to Tate Road remains undeveloped, to the benefit of all.
