Question:  So if the NSE managed to get their scheme approved, in full, to raise £32Million, who would pay for all the infrastructure stuff outside their boundary?

Answer:  The Local Community .

Mr Faulkner of the NSE has consistently moved responsibility for anything outside the NSE's boundary on to someone else's shoulders. Does the phrase 'That's a matter for the Highways Authority' or 'That's the responsibility of the local Education Authority', sound familiar?  It should do.  It's also true - those (and other bodies) would be responsible for upgrading local services and infrastructure. As the local community has adequate of these resources now, any such upgrade would be primarily for the enjoyment of the 880 people from the new housing estate and subsidised housing blocks. 


You pay once
Quote from NSE Newsletter #1: "The NSE will be contributing to the cost of any necessary roadworks that are required." But the NSE are hardly putting their hands into their own pockets at all - how can this be possible? It's simple. It comes from within their development plans. They knew they would be required to do some basic infrastructure upgrades and so have included them already. But the NSE is not 'contributing to the cost' at all. Rather it is the local community who are being asked to pay:-
  *  In physical terms - by additional loss of Green Belt, extra traffic, reduced amenity etc., and
  *  In financial terms - by making up any shortfall in the NSE's 'contribution'. This would be levied
      through increases in council tax.

You pay twice
What about the infrastructure not immediately around the NSE's premises?  Schools, roads, sewers etc. do not come cheap. In particular, if the main sewer needs to be upgraded all the way to the processing plant at Maple Cross (very much on the cards) we are looking at many millions of pounds. That's your council tax charge on the up, for services you don't need and don't want!

Summary:   Not only is the NSE's 'Plan' a dump on Chalfont St Peter in physical terms, they also have the cheek to ask the Chalfont St Peter Community to subsidise it!
